Speaker Biographies:
Don Horsley was elected to the San Mateo County Board of Supervisors in November 2010, beginning his term in January 2011. He represents the Third District, which includes the Princeton and Half Moon Bay Area, taking the seat long held by Rich Gordon, who was elected to the State Assembly. Currently President of the Board, Don is a former San Mateo County Sheriff and San Francisco native although he grew up in Daly City. He attended Westmoor High School and earned his undergraduate degree, with honors, from San Francisco State University. Don initially wanted to be a teacher, and worked as a juvenile counselor with the San Mateo County Probation Department and then as a classroom teacher for middle school students. He ultimately decided to embark on a law enforcement career, and one of his first jobs was with the Pacifica Police Department. He shifted to the Sheriff’s Office In 1972, and began his county career as a patrol deputy in the City of East Palo Alto.
In 1993, he was elected Sheriff, bringing innovative leadership and modernization to the department. After 14 years, Don left the Sheriff’s Office and was elected to the Sequoia Healthcare District, serving as the Board President until he was elected to the Board of Supervisors. Under his leadership the District has greatly increased funding to the North Fair Oaks Clinic and the Community Grant Program, and this year the total grants for health related programs and non-profit organizations to the community and Sequoia Hospital amount to over $8 million.
As a San Mateo County Supervisor representing the Third District, Don has focused on coastal and agricultural issues, along with health topics. He has worked on developing improved health care for low-income families in Pescadero and North Fair Oaks and has been instrumental in planning the Devil’s Slide Trail, which will be part of the newly reconstituted and independent San Mateo County Parks Department. Don has also supported new city library projects in Half Moon Bay and Pacifica, and promotes education enhancement throughout the county thanks to a partnership with the San Mateo County Department of Education and funding through Measure A sales tax revenue.
Kendall Flint is the project manager for the outreach effort in support of Plan Princeton. She is founder and principal of Flint Strategies, a local Coastside firm that provides communications and strategic planning services to municipal agencies. She has more than 25 years of marketing, advertising and public engagement experience. Her award-winning work has been honored by the California Association of Public Information Officers, Public Relations Society of America, International Television Association, International Association of Business Communicators and the California Local Economic Development Corp., which honored the economic development program for the City of Elk Grove with its Crystal Eagle Grand Prize.
She started her career as West Coast Supervising Producer for CNN. She went on to develop entertainment and travel-related programming for Group W Television. Ms. Flint owned and operated her own marketing firm specializing in marketing, advertising and film production for entertainment, travel and automotive companies for over ten years before joining PMC, a municipal consulting firm. While at PMC she built the firm’s public affairs division, created a program for strategic planning for government agencies and served on the firm’s management team. Her duties included marketing and business development in addition to serving as Director of Strategic Planning and Communications. Ms. Flint formed Flint Strategies in 2010 to provide strategic planning, communications and economic development support to public and private agencies.
Moderator Biography:
Lenny Mendonca is a director (senior partner) in the Washington D.C. and San Francisco offices of McKinsey & Company, a global management consulting firm.
Lenny is currently the leader of McKinsey’s U.S. state and local public sector practice. For many years Lenny led the Firm’s knowledge development efforts overseeing the McKinsey Global Institute and the Firm’s communications, which includes the McKinsey Quarterly, and has served for a decade on the McKinsey Shareholder Council (its board of directors). His client work focuses on service to public sector organizations, and over the course of his career he has helped dozens of government, corporate, and nonprofit clients solve their most difficult management challenges.
Lenny is the Chairman Emeritus of the Bay Area Council and the Economic Institute of the Bay Area, and was vice-chair of the Stanford Graduate School of Business Advisory Council. He serves on the boards of The New America Foundation, The Committee for Economic Development, Common Cause, the Bay Area Science and Innovation Consortium, and The California Business for Educational Excellence Foundation. He is Chairman of ChildenNow, and he is co-Chairman of California Forward. He is a member of the Council on Foreign Relations and founder and chairman of Fuse Corps.
He received his MBA and certificate in public management from the Stanford Graduate School of Business. He holds an AB, magna cum laude, in economics from Harvard College.
